In a very exciting development, Team Caps0ff have extracted the C-chip data for Volfied, Superman, Rainbow Islands, and most importantly, Bonze Adventure. This cleanly fixes some of the most long-standing emulation issues in MAME. The improvements to Sega Model 2 have continued, with Virtua Fighter 2 and Motor Raid now considered working. Other Model 2 games are greatly improved as well.
For fans of 8-bit home computers, MAME 0.196 has improved ZX Spectrum family emulation, fixing many graphical glitches. A QuikLoad option has been added to several CP/M-80 machines, allowing .COM files to be loaded directly after the operating system has booted. Emulated IEEE-488 (GPIB) can now be tunnelled over sockets, opening up the possibility to simulate peripherals outside MAME. Interpro progress has continued, and is now at the point where you can boot the rebuild floppy.
Other new working arcade games include Big Buck Hunter, an older joystick-controlled version of Ghox, and a rare unprotected version of Opa Opa. With some fixes to our vector maths, War: The Final Assault is working, and Gunpey has been made playable using decompressed sprite data extracted from a working board. New LCD hand-helds include Dennis the Menace, Double Dragon 3, Jurassic Park, Spider-Man, The Addams Family, The Flash, and X-Men - Project X.
In an emulation first, MAME 0.196 supports QSound DSP emulation. For now, it’s only enabled for the vgmplay driver by default, and it requires a fairly fast computer to emulate at full speed. It will be enabled by default when system requirements are a bit more modest. The SH-4 recompiler has been enabled by default for Dreamcast-derived systems, giving substantial performance improvements.

The subject of the identity of the remains is not simple or clear cut, despite some believing it is so. Not to 7.04 at least.
There is a camp that says that the identification of those remains as Raymond Reddington's remains is not clear. In fact it may be impossible, because we have been told that the DNA of RR before he disappeared in 1990 were not on file. While another camp maintains that they were positively identified as such.
We start on 2 opposite ends of the matter. But let us see if we can understand each other. If we come to an agreement, if we start at both ends, and reach the middle:

how were the remains identified as those of of the real Raymond Reddington (RR)?

In order to make a match in CODIS, a sample was necessary, because DNA does not come encoded with a name, date of birth, social security number etc. In order to make a match a sample known to be of Raymond Reddington had to have been introduced in CODIS.
In real life CODIS, and in a overly simplified manner, DNA from convicted criminals is introduced. That is the identification in CODIS that has a name. But what about the show-verse?
In the show, we have seen this is done this way, in Robert Vesco:
His name was Anderson Mount.... Run-of-the-mill goon. His greatest hits. Did enough damage to get into CODIS.
So, a criminal is convicted and his DNA is entered into CODIS. Not when people are suspected. Not when they are wanted in connection with a crime. CONVICTED CRIMINALS.
Anderson Mount, who was buried as Robert Vesco, was correctly identified as Mount because he was a criminal with convictions that got him into CODIS.
There is a second way that there may be a name: in the adjunct database for missing persons. Where DNA KNOWN to be of the missing person, or from DNA of blood relatives. For example, DNA from a umbilical cord, or DNA from a mother, father, sibling, etc.
For example, in the show, we have an example of it in The Cyprus Agency:
LIZ: Who wouldn't report a missing child?
RED: People who won't or can't go to the police.
Criminals.
Run the DNA again. This time, don't look for an exact match. Look at the relatives. You want to find where those kids came from, that's how.
and what they find:
RESSLER: Keen, the DNA results are in.
LIZ: We get a hit?
We got five. You need to see this. Five hits, all women. According to the DNA, these five women are the biological mothers of 12 of the 27 kids.
The mothers. Let me guess. They're in prison.
No. They're not in the system because they're criminals-- they're in the system because they're missing.
They find the mothers were missing people, and the children were theirs.
So, two ways, demonstrated in the show, of using CODIS to identify DNA: One directly, if the person was a convicted criminal, like Anderson Mount, or if the person was missing, like the women in The Cyprus Agency. by a direct match to a sample of the person, or via relatives, because we know a parent shares 50% exactly of their DNA with a child, etc.

So, that explored, let us see what we know about RR and identification.

In 1.01 when Red surrenders, with his passport as Raymond Reddington, this is how he is identified:

Just like in 7.04 Daniel Hutton, believed dead in 1989, is also identified by fingerprints.

In 3.11, Gregory Devry, Red pulls off a charade that involved Gregory Devry pretending to be Raymond Reddington. And we are told that DNA from RR was not on file. Just like Hutton had to be identified by fingerprints, because no DNA was available, Devry cannot be positively identified as not being RR because RR's DNA was not on file (not on CODIS, nor or any other DNA identification database)
Liz: Who is this guy? He claims he's Reddington?
Samar: Yes, and we can't disprove it with DNA because there's nothing on file from 1990 when Reddington disappeared.
Devry pretends to be RR
THE ONLY WAY THAT DEVRY CHARADE worked was because the person claiming to be RR could not be positively identified as being, or not being RR using DNA. The prints had matched RR, but were they reliable. it was iffy, but if Red's DNA or Devry DNA could identify one of them as RR, the game was off. It was not because RR's DNA from before 1990 was not available in CODIS, or in any other DNA identification database.
When Liz sees something that indicates that the bones were of the "real Raymond Reddington" how on earth was that done when RR's DNA was not on file?
In 5.22 Jennifer brings Liz the bag of bones and a report that says that the remains were identified as those of RR

That is indisputable. We have not seen the DNA test, but we know that that DNA match CANNOT possibly have been compared to the DNA of Raymond Reddington in CODIS, because it was not in CODIS.

and we know if we trust Pete, then we have to believe that he ran the DNA against all the other databases, and found NOTHING. So, no military identification databases, nothing.
PETE: I was able to pull a sample off the bones and run a DNA sequence, which, when you think about it, is pretty remarkable considering the -
TOM: Did you get a name? –
PETE: No. None of the databases I searched had a match
The ONLY place it made a connection was in CODIS. And we know that RR DNA (at least the RR that was known to the US Navy as such, Elizabeth's father) was not on file anywhere. Not in CODIS, not in any other database.

So, IF the bones had truly been identified as belonging to RR, IF the report Liz saw was the real one, the same one that Garvey got, then it means that the DNA was identified via the missing relatives.

In the case of RR he had two daughters, supposedly. One is Liz, which was confirmed by the paternity test done by Cooper with a sample he took from an evidence locker of RR's DNA in the form of a bloody shirt.
And before one starts on Red being Seaduke, remember the show has shown in its lore that a shirt can contain and be identified as containing DNA from 2 individuals as is the case in Pattie Sue Edwards. This is not the case in THIS shirt, which is evidence in prosecution, thus making it certain that the blood there belonged to the man known to the US Navy as Raymond Reddington.
BUT RR being Liz's father was a secret. One that not even Kate knew.
On the other hand, Ian Garvey, US Marshal assigned to Carla and Jennifer Reddington, had access to Jennifer. He had become close to her. In 2007 he had facilitated her to disappear again, this time even from US Marshals records. And again in 2017, around the time those bones came into his radar.
Garvey became Jennifer's surrogate father.

So, it would seem that the sample against which the bones were identified had to be Jennifer's.

BUT CODIS has rules: convicted felons and missing persons. In the case of Jennifer, both of her legal parents had been missing at times:
  • Her legal father, Raymond Reddington, was a missing person from the time he was reported missing, a few days after Christmas 1990, until the FBI started tracking this Red in 1995.
  • Her legal mother, Carla Reddington AKA Naomi Hyland, had been missing since she was abducted from her home in 2014, by Lord Baltimore, until such time in 2018 when Frank Hyland told Jennifer that she had died, gunned down coming out of her apartment in 2017. Remember that Red gave them new identities, but for the world, they had just disappeared, maybe presumed dead.
In 2015 Carla Reddington AKA Naomi Hyland had been adbucted from her home in Philadelphia by Lord Baltimore. She never returned to that life. For the world she had disappeared.
She was ransomed back by Red, who took her to remote cabin, retrieved her husband and send them with new identities to a new life that lasted until 2017.
So, it is possible that Ian had been looking for either one of her parents, and introduced Jennifer's DNA to find one, or both of them.
What we do NOT KNOW, is if Jennifer is really the biological child of Raymond and Carla Reddington. Like Liz was the legal daughter of Constantin Rostov, but he was not the father, despite his belief based on a fake DNA test.
This is were we are: A camp that says that report is not trustworthy, because the DNA could not have been identified as belonging to RR,

CAMP RED CAN BE RR => THE REMAINS CANNOT BE POSITIVELY IDENTIFIED AS THOSE OF RR BECAUSE HIS DNA WAS NOT ON FILE. AT BEST THEY WERE IDENTIFIED AS THOSE OF JENNIFER'S FATHER.

and a camp that says that IT WAS, and is canon. We got 2 seasons, 5 & 6 going on and the writers, creators and a sign in the skies have said so. The proof, they say is a report that said so. We have not seen the report, but let me say this. YES people, you are right too. Your belief, however right and true it is, has to be qualified as the Point of View (POV) of Liz Keen:

CAMP RR IS DEAD => LIZ READ A REPORT THAT TOLD HER THAT THE BONES WERE THE REMAINS OF RAYMOND REDDINGTON, HER FATHER. This is from Liz's POV.

So, we are clear on what we have. In Liz's POV, it has been positively identified that Red cannot be RR because she saw a report in which the remains had been identified as such. Those in this camp are taking the same POV as Liz and accepting this as the truth. Ressler has never seen this report, as we have never seen him, Aram or Cooper pulling that CODIS match. ALL this depends on what Liz was shown by Jennifer.
That part above takes care of the report that Liz read. The part we know happened as it did.
What we have is not so much a disagreement on the canon, as much as one part of the fandom taking the position that what Liz saw is the absolute truth, and thus the DNA of RR must have been out into CODIS by bizarre explanations, or accepting that it must have been compared to Jennifer's, while the other part of the fandom accept that we he have in canon that does not depend on a definitely untrustworthy character such as Liz proves that the ID remains an open item. It is true from the POV of Elizabeth Keen. All that has been said about it is true as long as we see things from her perspective.
What we do not know is:
  1. Did the DNA introduced really come from the skeleton, from a tooth, as Pete said? And if it did come from the skeleton, was it a tooth originally belonging to the skeleton, or had been a tooth implanted in a skeleton maybe to fake a death?
  2. Was the report Liz read the same report that Garvey, Tom, Ross and Jennifer did?
